The Office of the Accountant-General of the Federation (OAGF) in Nigeria has concluded the final leg of the series of trainings for internal auditors from the Ministries, Departments and Agencies (MDAs) operating the Integrated Payroll Personnel and Information System (IPPIS) held in Uyo, Akwa Ibom State, capital recently.
Speaking during the opening ceremony of the training workshop, the Accountant-General of the Federation, represented by Director of Consolidated Accounts, Mr. Oludare Osibote said, the concept of IPPIS was based on government’s Public Sector Reforms Initiative meant to focus on ensuring effectiveness and efficiency in storage of personnel records and administration of monthly payroll.
The objective of IPPIS includes, facilitating planning by having all particulars of Civil Servants in a centralized data base thereby aiding planning and budgeting to monitor the monthly payment of salaries against what was provided in the budget to ensure staff remuneration with minimal wastages and leakages, and to ensure data base integrity such that personnel records are correct and intact. He said that data once entered could not be manipulated or altered by authorized users.
Dankwambo commended the un-relenting commitment made by the solution providers and all officers in the control agencies towards ensuring the success of the programme.
The Accountant-General informed that already, civil servants in the sixteen federal MDAs making up a total Fifty four thousand seven hundred and forty civil servants were now on IPPIS payroll as at December, 2009.
Federal Civil Servants on IPPIS collect their salary on or before the 20th of each month wherever they are located in the country stressing, that the system has the capacity to ensure payment of salaries at any day of the month.
Dankwambo noted that the training workshop at Uyo was the last of the series of trainings, the first and second were in Gombe and Makurdi, Benue State.
Also speaking, the Director of Finance and Accounts and coordinator of IPPIS, Mrs. Fatima Mede, urged the participants to ensure that they take the training with all the seriousness as the management would look up to them for the smooth implementation of the IPPIS as internal auditors in their respective MDAs.
